Flint River Consulting, LLC offers a full range of engineering services. We specialize in drainage projects, floodplain mapping, floodplain issues, FEMA compliance, and roadway drainage. We also offer support to local governments to assist in floodplain management, hazard mitigation planning, and other drainage issues.

Below is a representative list of projects Mr. Talley has worked on:
City of Warner Robins and Peach County CLOMR - 2024
Project is to convert an existing FEMA Zone A without baseflood elevations to a FEMA Zone AE with baseflood elevations. Project is for a mixed use commercial and residential development. Converted portions of an existing Zone A to Zone AE along Sandy Run Creek and Sandy Run Creek Tributary 3. Established new Zone AE for Sandy Run Creek Tributary 5. Will update to LOMR upon completion of the propject. Coordinated with surveyor and the Georgia Department of Natural Resources to develop HEC-RAS model of the project reach. Submittal to FEMA for Conditional Letter of Map Revision (CLOMR).
City of Donalsonville - Culvert Replacement Project - 2024
Project is to replace 11 culverts through a flood prone residential neighborhood. Due to the low lying nature of the basin, the number of sinks, and the intermingling of storm water flows, a 2D model was developed in HEC-RAS using Rain on Grid (ROG) for precipitation. The total project reach is 2 miles in length. Project involved coordinating with the surveyor to obtain required data and utilizing the latest LiDAR data available. The ROG model utilized Green and Ampt loss method, Manning's n roughness factors, SSURGO data, and soils data.
Fishpond Drain LOMR - 2024
Project is to convert an existing FEMA Zone A without baseflood elevations to a FEMA Zone AE with baseflood elevations. Coordinated with surveyor and the Georgia Department of Natural Resources to develop HEC-RAS model of the project reach. Submittal to FEMA for Letter of Map Revision (LOMR).
WCH Homes - HWY 247 - 2024
Completed a base flood elevation study for a proposed mixed use development along Sandy Creek which is a FEMA Zone A through the project reach. The Zone A was studied using peak flows generated with regression equations and modeled using HEC-RAS. Exhibit drawings and a report were prepared showing the computed base flood elevations through the reach.
Lee County On-Call - 2020-24
On call contract with Lee County, GA to provide development plan review, floodplain management, MS4 compliance and reporting, and general drainage/floodplain support.
Work with staff to fulfill the requirements of the MS4 stormwater permit, perform system inspections, and prepare the Annual Report for EPD review.
Central Park - 2023
Grading and drainage plans for a proposed park and walking trail in Leesburg, Georgia. Project components include ditch grading, pond sizing, erosion control, and hydraulic study​
Kinchafooonee Creek - No Rise
2021-22
Performed several FEMA "No Rise" studies for private property owners located in Lee County, Georgia for development within the regulated floodway​

Culvert Replacements - 2020
Culvert evaluation of two failed culverts in Baldwin County, GA. Hydraulic modeling of proposed replacements and recommendations to local government on various options.

Sadie Heights Flood Study - 2023-24
Large scale drainage study to determine extent of flooding and potential solutions to flooding issues within an existing residential subdivision. Study looked at various hydrology methods such as regression, rain on grid, and SCS method. HEC-RAS modeling was performed through the basin. Exhibits were prepared showing finished floor elevations within the subdivision compared to computed flooding elevations. Joint report with Integrated Science and Engineering discussed the flooding issues, possible solutions, and next steps for the city to take.

Developed XP-SWMM model to determine impacts from proposed development within the basin.
Leesburg Stormwater Utility Feasibility Study - 2024
Partnered with Goodwyn Mills Cawood to conduct a feasibility study for a stormwater utility. Tasks included working with public works and the public to identify known drainage issues. The drainage issues were mapped in GIS and rough cost estimates developed for each issue. The drainage projects were ranked for use in a future Capital Improvement Project list for the City of Leesburg, Georgia.
Leesburg On-Call - 2020-24
On call contract with the City of Leesburg in Lee County, GA to provide MS4 compliance and reporting and general drainage/floodplain support.
Work with staff to fulfill the requirements of the MS4 stormwater permit, perform system inspections, and prepare the Annual Report for EPD review.
Tyndall Park and Ride - 2022
Grading and drainage project for two proposed parking lots at Tyndall Air Force Base in Panama City, Florida.​

Project consisted of hydrology and hydraulic study, sizing and grading water quality ponds, and coordinating with the Florida Department of Environmental Protection
Woodfield Subdivision Hydrology and Hydraulic Study - 2022
Hydrology and hydraulic study for Woodfield Subdivision in Warner Robins, Georgia. Used as built data, LiDAR data, and field run data to model existing flooding conditions within the subdivision. Prepared proposed conditions model with proposed improvements.

Tift County Bridges - 2020-22
Off system bridge replacement for Scooterville Road over Little Creek and Omega-Eldorado Road over Arnold Creek in Tift County, GA

Project consisted of hydrologic and hydraulic evaluation of existing and proposed bridges, scour analysis, and hydraulic report
GDOT Bridge Bundle - 2017
GDOT bridge replacement of 5 bridges: SR 171 over Battleground Creek, SR 230 over Big Branch, SR 26 over Ohoopee River, SR 29 over Pughes Creek, and SR 165 over Sugar Creek . ​
Project consisted of hydraulic model of existing and proposed conditions, scour analysis of proposed bridge and preparation of hydraulic report.
Tift County Hazard Plan - 2021
Provided planning services to Tift County for preparation of the Hazard Mitigation Plan update. Coordinated with County staff to determine goals, objectives, and action steps to address recognized hazards.​

Plan is currently in the draft phase and will be submitted to FEMA for approval by early summer 2021.
